Announcements in state budget to provide relief to expatriates. Finance Minister KN Balagopal said that a corpus fund of Rs 15 crore will be created primarily to rationalize the cost of chartered flights and thereby keep ticket prices within the affordable range of passengers. The minister also clarified that in case any particular airport wants to participate in this, this fund can be used as an underwriting fund.
Cheap quotations for chartering flights will be procured from airline operators through a transparent process. The Minister also stated that plans have been made to implement a special portal for NORCA-ROUTES passenger demand aggregation.
Minister Balagopal said that the government has held discussions with domestic and foreign airline operators, travel agencies and expatriate associations to control the high air travel expenses incurred by expatriates in the Gulf region while traveling to and from Kerala.
KN Balagopal also stated in his budget speech that airstrips will be established across the state. A PPP model company will be formed for this purpose. 50 crore has been allocated. 20 crore has also been allocated for the company to implement the air strips. Finance Minister KN Balagopal said that an industrial corridor will be established around the Vizhinjam port. For this, Rs 1000 crore has been allocated through KIFB. Accomodation facilities will be provided along with the corridor. Vizhinjam..Thekkada ring road will be brought. The finance minister said that Vizhinjam port is the most important in development.
Price rise in Kerala to be controlled. 2000 crore has been allocated for this purpose. The income has increased. 85000 crore this year. Kerala has become the cheapest state in India. Subsidy allocation for rubber farmers increased to 600 crores. Steps will be taken to increase central tax and non-tax revenue. Kerala is the first state to reorganize GST. Government services will be made more online. Efficient utilization of resources will be ensured. The administrative system will be reorganized. Welfare schemes should be taken up from the budget allocation. Cutting costs too much is not easy.
Presenting the budget, the Minister said that Kerala is not in debt crisis and Kerala has the financial position to take more loans. The central government has a conservative approach to borrowing. This will affect the growth. The Minister said that the Center has reduced the borrowing limit of Kerala. 4000 crore reduction in borrowing limit. This is an action that affects the growth of the state. Finance Minister said that there is no change in Kerala’s credit policy. Kerala is on the path of growth. The minister said that the industrial sector of the state has made a comeback.
